THE FEDERALIST is published by The Independent Journal as a series of numbered papers on the Constitution, the Union, and American Federalism.

The journal is kept plain by design. Its purpose is not to distract the citizen with spectacle, but to place the argument before him in a form he may read, print, keep, or answer.

The papers may be quoted or republished with attribution to The Independent Journal and the numbered paper from which the passage is taken.
